This is the situation. A customer need to insure jewelry. The customer trust the jeweler on the mall to issue a report. That jeweler just look at the piece and write in his stationary a brief one line description of the item and assign a high value to it. Sometimes, the jeweler charge nothing for this "service" The insurance company accept that paper and charge a premium to the consumer based on that report. Later, the consumer need to file a claim and he/she is lead to believe that the insurance company will write a check for the amount stated in the policy since the consumer has been paying premiums based on that amount. To the surprise of the consumer, the claim is now assigned to an adjustor who is primarily responsible to maximize revenues to his/her employer. Therefore, based on the limited information on the report on hand, he gets prices to replace that item. But since much information is missing, a wide range of prices is given. The adjustor takes the lowest price and then it offer it to the consumer as a settlement.
